Team Rocket have been ordered to take a vacation by Team Rocket boss, Sakaki. While Team Rocket were relaxing in the resort area of Shin Ou, Ash and Goh come by chance to investigate.

This is Team Rocket’ s chance to catch Pikachu, however if they catch Pikachu they will be violating their order. Feeling frustrated with not being able to steal Pikachu they decide to do what was ordered and go on vacation.

An Elite unit of the Rocket group led by Sakaki’s secretary, Matri, appears and steals the Pokèmon in the area. The Team Rocket company hides it’s identity and cooperates with Ash.
